Release 0.9.99

  • Release CI now rebuilds selected artifacts without a redundant generated-source fingerprint gate.
  • Python-Node binding fingerprints are limited to generator, shim, version, configuration, and binding source inputs; CI always regenerates bindings.
  • Releases can use --release-notes-text or --release-notes-file to bypass Genie-generated notes.
