Fixes

Detect deployed Databricks Apps from /app/python/source_code and its subdirectories when environment markers are missing.
Require a loopback connection and matching public host before assigning Portr/FRP trace tags, preventing non-loopback requests from impersonating tunnel traffic.
Create annotated release tags through the GitHub API when gh is available, verifying that the remote release branch matches HEAD. Retain Git-push fallback otherwise.

Breaking Changes

Remove the root isDatabricksAppEnv export from @dbx-tools/appkit. Use import { appkit } from "@dbx-tools/appkit" and call appkit.isDatabricksAppEnv().
