UC table prefix the assessments API needs, read from experiment tags.
Prefers the three-part destination path Databricks writes when the
experiment is linked to a table-prefix location. Falls back to stripping
_otel_spans from the spans-table tag. Two-part schema-linked destinations
are ignored (they are not a table prefix).
